The State of New York is facing a budget deficit of over $15 billion in FY 2010. To date, the response of Governor Paterson and legislative leaders has been to propose deep cuts to the State budget as well as numerous regressive fees and tax increases. Responsible Wealth, together with our New York partners, the Fiscal Policy Institute and New Yorkers for Fiscal Fairness, believe that New York's leaders are overlooking the most logical and least painful solution to the budget crisis: raising tax rates on upper-income New York State taxpayers (including out of state residents with NY income), which could raise as much as $5 billion per year.
